The keynote session sets the stage and kicks off three exciting days of education and networking. HYDROVISION International® 2022 is focused on bringing in top thought leaders in the industry to inspire the global community of hydro visionaries. This year’s keynote will feature three industry trailblazers across the spectrum of the worldwide hydroelectric power market: Camille Calimlim Touton, Commissioner of the Bureau of Reclamation, U.S. Department of Interior; Kurt Miller, Executive Director of Northwest RiverPartners; and David Surla, International Hydro Business Development - Deputy Director of EDF Hydro. The keynote will also feature the presentation of the 2022 Hydro Hall of Fame awards.

Camille Calimlim Touton, 24th Commissioner of the U.S. Bureau of Reclamation

Camille Calimlim Touton keynote speakerCommissioner Touton returned to the Department of the Interior with the Biden-Harris Administration and served as Reclamation’s Deputy Commissioner since January 2021.

Prior to her appointment as Deputy Commissioner, she served as Professional Staff for the U.S. House Committee on Transportation and Infrastructure. She was the staff lead on the resiliency provisions enacted as part of the Water Resources Development Act of 2020.

Commissioner Touton’s congressional experience also includes serving as Professional Staff for Interior’s authorization committees – the Senate Energy and Natural Resources Committee and the House Natural Resources Committee. She also served as Interior’s Deputy Assistant Secretary for Water and Science under the Obama administration.

She is only the second U.S. Senate-confirmed female commissioner in Reclamation’s 119-year history and the first Filipino-American, confirmed by the Senate, to lead a bureau in the Department of the Interior.

Commissioner Touton earned a Master of Public Policy from George Mason University and Bachelor of Science in Civil Engineering and Bachelor of Arts in Communication Studies from the University of Nevada, Las Vegas.

The Bureau of Reclamation is a contemporary water management agency and the largest wholesale provider of water in the country. It brings water to more than 31 million people and provides one out of five Western farmers with irrigation water for farmland that produces much of the nation's produce. Reclamation is also the second-largest producer of hydroelectric power in the country.

Kurt Miller, Executive Director - Northwest RiverPartners

Kurt Miller is the executive director of Northwest  RiverPartners (NWRP)—a not-for-profit organization that advocates hydropower for a better Northwest. Since joining in March 2019, Kurt has made it a priority to find collaborative, science-driven solutions to energy and environmental challenges.  Kurt has spent almost 30 years in the Northwest energy and utility industry, and established the first successful electricity brokerage business in the U.S. He began his career at the BPA as an economist and spent 20 years at PGE in a variety of leadership and expert roles focused on energy supply, customer programs, and organizational change management.  While at PGE, Kurt spearheaded the development of the largest microgrid project in the region and led the successful completion of Oregon’s Electric Highway for electric vehicles.

David Surla, International Hydro Business Development - Deputy Director, EDF Hydro

David SURLA began his career at EDF as Hydraulic Civil works Engineer on domestic and international projects (Laos, Marroco, Iran…). After ten years of experience in CW and an MBA in International Business, he has been dedicated to international development projects (economic, financial, and institutional aspects), as well as in the preparation of strategic plans for national and regional production expansion with a special focus of Pumped Storage development.

Due to his experience and multi competencies (CW, energy economics, finance, and institutional), he is in charge of water development for the Americas but is also appointed as project director in other locations when projects encompass storage and stability issues that could imply PS origination analysis.

His experience also allows him to manage the due diligence of greenfield projects for the group and in particular pumping station projects (in particular in the US).
