
Emily Carter
Emily Carter has over 20 years of experience in a variety of roles with the Federal Energy Regulatory Commission’s Office of Energy Projects – Division of Hydropower Licensing, where her work has focused on the effects of non-federal hydropower project construction and operation on aquatic, terrestrial, recreation, land use, aesthetics, tribal, and cultural resources across the country. Currently, Ms. Carter is the Chief of the New England Branch and, prior to this, she served as the Hydropower Outreach Coordinator. Ms. Carter earned an A.B. in Environmental Studies from Washington University in St. Louis and a Master’s in Natural Resources from Virginia Tech.
