Enrique Cifres is doctor in civil engineering with over 40 years of experience, developing his career in a wide spectrum of issues, always dealing with dams, flood management and water resources, mainly in water national agencies or as consultant. Since 1984 till 2004 he was appointed for different positions in the Jucar River Basin Authority, belonging to the Spanish Ministry of Public Works and then Ministry of Environment. Among other, he was leading the design and implementation of SAIH, the very 1st flood early warning system in Europe at basin level. He was also in charge of Dam Safety unit and Dams and Hydraulic Works division. He worked in several European projects dealing with flood and drought management. He has been professor on Dam Engineering at the Polytechnic University of Valencia for 22 years. Since then, he is and independent senior consultant on dam engineering. He worked in several countries worldwide as Ivory Coast, Morocco, Peru, Argentina, Algeria, Uruguay, Ecuador, Vietnam, Mexico, Pakistan, etc… as advisor in Hydro and Dam Engineering. Dr Enrique Cifres is nowadays Vice-President of the International Commission on Large Dams (ICOLD). In November 2019 Dr Cifres received the “International Outstanding Dam Engineer Award”, done by Brasil-China-Spain international committees. In 2021 he was awarded with the “Merit professional medal” by the Spanish Association of Civil Engineers.
