John Etzel is the Deputy Director for the Hydroelectric Design Center, the Corps national hydropower center of expertise, providing oversight to 170 hydropower professionals executing planning, engineering, design, and construction support for the Corps 75 power plants across the nation. Since 2005, Mr. Etzel has served as a senior leader for HDC providing strategic vision, technical guidance, and mentoring to the Center and national hydropower task forces, initiatives, and teams. Mr. Etzel earned his Bachelor of Science degree in Civil Engineering from Oregon State University, Corvallis, OR in 1984, with an emphasis in Water Resources and received his Master of Public Administration degree from the University of Colorado in 2011. Mr. Etzel is a Registered Professional Engineer in the State of Oregon and Certified Project Management Professional. Mr. Etzel has specialized training in structural engineering, fish migration, power generation and executive leadership training from the University of Colorado, Portland State University, and the Office of Personnel Management. 

Mr. Etzel is currently participating in the Corps University Long Term Training program to earn a Masters in Public Administration from the University of Colorado. Etzel is a Professional Engineer from the State of Oregon and Certified Project Management Professional.  He lives in Tigard, OR, with his wife, Sacha and has four children.
