Kelsey Rugani is a Director with Kearns & West who specializes in strategic process planning, project management, facilitation, stakeholder engagement and complex regulatory process coordination. Kelsey brings exemplary organizational and planning skills to each project she works on. Her hydropower experience includes supporting the process to develop the two-phased synchronized Federal Energy Regulatory Commission (FERC) and U.S. Army Corps of Engineers (USACE) process, on behalf of the U.S. Department of Energy (DOE) and Oak Ridge National Laboratory (ORNL), for adding power at USACE non-power dams, in addition to serving as Kearns & West’s project manager for other processes, including Environmental Decision Support, An Analysis of the Hydropower Licensing and Federal Authorization Process and Standard Modular Hydropower. Kelsey has a Bachelor of Science in Agriculture Science from California Polytechnic State University and is a 2012 graduate of the Coro Fellows Program in Public Affairs.
