Phillip Copeland is the Director of the US Army Corps of Engineers Control System Cybersecurity Mandatory Center of Expertise (UCIC) and National Cybersecurity Manager for Civil Works Operational Technology.  Mr. Copeland holds the distinguished honor of the U.S. Army Corps of Engineers Cybersecurity Professional of the Year, 2021.  As the Director of the UCIC, Mr. Copeland provides leadership, oversight and direction for a multi-million-dollar program securing everything that is owned and operated by US Army Corps of Engineers to include critical infrastructure and facility related control systems for Civil Work’s flood risk management, hydropower, navigation, dam safety, and environmental projects.   In addition, Mr. Copeland serves as co-Chair for the Department of Homeland Security Dams Sector cybersecurity working group. Mr. Copeland has 36 years of experience with control system maintenance, design, and programming with 26 years of experience implementing cybersecurity on control systems and telecommunications.  Prior to joining the Corps in 2007, Mr. Copeland worked for Southwestern Power Administration in Springfield Mo in the Electronics Section and Tri-State Generation and Transmission in Denver where he managed the Telecommunication Department, the Network Operations Center, and the SCADA/Energy Management System team. Phil graduated from Oklahoma State University and is a Certified Information Systems Security Professional (CISSP).
