Rachel McNamara is the Director of Outreach and Assistance for the Federal Energy Regulatory Commission’s Office of Public Participation, where she is responsible for proceeding specific outreach for both energy markets and energy infrastructure matters. Established in 2021, OPP’s mission is to empower, promote, and support public voices at FERC. Prior to her move to OPP, Rachel worked for more than a decade in FERC’s Division of Hydropower Licensing, focusing on recreation, land use, cultural resources, and socioeconomic analysis. Rachel is a land use planner by training and holds a BA in Public Policy from the College of William and Mary and a Master’s in Land Use and Environmental Planning from the University of Maryland – College Park.
