Richard Roos-Collins is Principal in the Water and Power Law Group based in the San Francisco Bay Area. Since 1991 he has represented public agencies, non-profit organizations, and other entities in cases to enhance the environmental and economic benefits of resources management. He specializes in complex settlement negotiations involving multiple stakeholders and laws. He is the Chair of the Board of Directors, Low Impact Hydropower Institute (Portland, Maine); Co-Chair, Agricultural Water Management Council (Sacramento), and Member of the Board, Pacific Forest Stewardship Council (San Mateo). He formerly was Deputy Attorney General, California Department of Justice and Attorney-Advisor, U.S, Environmental Protection Agency. He is a graduate of Harvard Law School (1986) and Princeton University.
