Thomas Mosier

Thomas Mosier is group lead for Energy Systems within INL’s Power and Energy Systems Department. His research focuses on innovations to support the clean energy transition, with a specific emphasis on hydropower. This includes assessing the value of hydropower in the evolving grid, advancing the understanding and deployment of hydropower hybrids, and supporting retrofit of non-powered dams. Thomas holds a dual-major doctorate degree in water resources engineering and mechanical engineering from Oregon State University. Before coming to INL in 2018, he was a consultant in the World Bank’s Office of the Chief Economist for South Asia. In that capacity he led research to inform climate, water, and energy policy in South Asia.
